POLICIES AND PROCEDURES OF CVCC
(LAST

Article
1 -- Meetings
A. Membership Meeting -- First
Thursday of each month at the Carlisle Elks, 120 West Ridge Street, Carlisle,
PA., 7:30 PM.
B. Board Meeting -- Third Tuesday of
each month at 7:00.
Article 2 -- Membership
A. Initiation Fee -- $10.00
B. Yearly Dues -- $35.00

Spouse
1. Notice
of Dues Payable -- September 1st
2. Dues Due
-- November membership meeting
3. Anyone
joining the organization after August 1st will be carried on the membership
roster through the next fiscal year.
4. Fiscal
year is considered as January 1st thru December 31st.
5. The
Vice-President is responsible to contract members whose dues are in arrears.
6. Honorary
Members are not required to pay the initiation fee or yearly dues.
7. CVCC
membership dues for any lifetime N.C.C.C. member will be the difference between
CVCC dues and N.C.C.C. yearly dues.
C. Definitions -- Memberships
1. Master
Members -- Must be the Corvette owning/leasing/company car person.
2. Spouse
-- Any person having the same mailing address as the Master Member.
3. Honorary
Members -- Non dues paying, non-voting who have been conferred for meritorious
service to the organization. (One honorary membership per year.)
Person(s) included in this application are not limited. Example -- Mr.
& Mrs. John Doe, the employees of a Chevrolet Dealership or just one
individual.
4. Honorary
members will receive the newsletter as long as they remain interested and active
in club events.
D. N.C.C.C. -- When a
person joins our organization they become a National Council of Corvette Clubs
member.
Article 3 -- Contributions and Flowers
The Board of Directors will determine to
whom and the amount.
Article 4 -- C.V.C.C. Check Book and Savings Account
A. Two (2) officers of the Board of
Directors plus the Treasurer will be authorized to sign checks or withdraw cash
from savings account.
B. Spouses on the Board of Directors
will not be able to co-sign checks.
Article 5 -- Trophies and Awards
A. Event Trophies
1. Event
Chairpersons are responsible for acquiring and distributing their event
trophies.
2. The
Governor will coordinate with event chairpersons on all N.C.C.C. awards.
3. The
average cost of a trophy or award shall not exceed the cost of one entry fee.

a. The proposed style of the trophy shall be determined by the Event
Chairperson.
b. The Event Chairperson shall present the trophy or award proposal
(style, cost & type of awards to be presented) to the Board of Directors for
approval.
Article 6 -- Year End Awards
A. The Board of Directors shall
determine the type of year end awards to be presented.
B. Presentations shall be made at
the Annual Awards Banquet.
C. Types of Awards --
1.
Membership Award -- Presented to the member who sponsors the most new members
into the organization from September 1st to the following August 31st.
2. Perfect
Attendance -- Presented to the person(s) who (1) attend all membership meetings;
(2) all C.V.C.C. - N.C.C.C. sanctioned events; (3) the prior year's Awards
Banquet; and (4) any other CVCC event so designated and voted upon by the
membership for a particular year.
3. Perfect
Meeting Attendance -- Presented to the person(s) who attend(s) all membership
meetings.
4. Rookie
of the Year – This award is given to the member who joined in the past year
who puts forth exceptional effort and shows support of CVCC activities, by
accumulating the most club points. This
member is eligible only if he or she joined CVCC from September 1st
to the following August 31st.
5.
Newsletter Award -- Presented to the person(s) who provide(s) the most
outstanding contributions to the newsletter.
6.
President's Award -- To be determined by the President and given to a member(s)
for the most outstanding contribution to the organization.
7. Past
President's Award -- Presented by the newly elected President and given to the
outgoing President.
8.
Fractured Fibers -- Presented to he unfortunate member who does the most
physical damage to his/her Corvette.
D. Year end awards do not
necessarily include nor be limited to the above mentioned awards.
Article 7 -- Insignia
The following is the official CVCC logo
and shall be properly used on apparel in a manner approved by the club.
Note: The “E” in
Cumberland should be placed at 12:00.

Article 8 -- Newsletter
A. Published and distributed monthly
prior to the membership meeting.
B. Equipment and supplies provided
by the organization.
C. Quantities of supplies to be
ordered at the discretion of the Newsletter Editor.
D. The Newsletter Editor will be
responsible to retain one (1) copy of all printed newsletters.
E. All articles and information for
the newsletter should be ready for printing when submitted to the editor.
Article 9 -- Homecomings, Parades
and other Special Displays
A. Homecomings will be performed at
local high schools and colleges at an honorarium fee of $10 approximately per
car. The Honorarium shall be donated by the club to a charity designated
by a majority of the membership.
B. A Homecoming and Parade Director
shall be appointed each year by the President. The Director shall be
CVCC's primary coordinator for all homecomings and parades.
C. The Director shall appoint a
chairperson for each homecoming and/or parade event. The chairperson shall
be responsible for organizing and recruiting the required number of cars.
Homecoming committee will be decided each year.
Article 10 -- Duties of Officers
A. Elected Officers -- Their duties
shall be in accordance with the Consitution and By-Laws.
B. Appointed Officers
1. Club
Historian -- Is responsible for a visual record of the organization's past
activities and members.
2.
Committee Chairperson -- To be appointed at the discretion of the President and
oversee any committee deemed necessary.
3.
Committee or Chairperson(s) shall be reimbursed for all reasonable expenses
incurred while performing the assignment or chairing a club activity.
Expenses to be paid must be supported by receipts and approved by the Board of
Directors.
Article 11 -- Club Clothing
Club shirts, jackets, hats, and other
articles of clothing are periodically ordered for any member interested in
purchasing. Athletic Lettering in
York has our insignia/logo on file. Members
are able to purchase clothing on their own through this company or any others,
at any time.
Article 12 -- Amendments
A. These policies and procedures can
be amended by a majority vote at any monthly membership meeting.
B. A majority will be considered 51%
of the vote.
APPENDIX A -- Achievement Point System
I. ACHIEVEMENT POINTS SYSTEM ---
GENERAL
A. Purpose -- to set up a
method for measuring member participation in CVCC and NCCC activities.
B. Points shall be awarded to
members for certain activities and events and in amounts which are further
defined herein. Points cannot be awarded for events worth 50 points or
more (exception: writing a newsletter article) unless the event has been
published in the club newsletter or announced at a membership meeting.
C. Potential Uses -- rewarding club
members based on levels of accomplishment, by presenting year end achievement or
recognition awards.
D. Point Record -- Members are
responsible for assuring that names are recorded on:
1. Regular
meeting attendance log;
2.
Attendance log at sanctioned and/or non-sanctioned CVCC events;
3.
Supplying club tabulator with NCCC result sheet for NCCC events;
4.
Attaching name to newsletter article;
5. Insuring
CVCC event Chairperson turns in records of member participation to the club
tabulator.
E. Tabulator:
Club Vice President.
F. Point Postings -- Member
points will be posted periodically on the CVCC website
(www.cvcc-vette.com).
Points will also be made available
at club meetings at least 4 times per year.
G. Period of Measurement -- January
to December.
H. Levels of Accomplishment
1.
Provisions
a. The nature of
recognition awards shall be determined by the Board of Directors.
b. Levels of accomplishments will be adjusted for new members joining the
Club during the year based on the month of acceptance into the Club.
2.
Changes -- Modifications to
Item 1 above shall be determined and approved by the Club Board of Directors.
II. ACHIEVEMENT POINTS SYSTEM FOR
EVENTS OPEN AND ACCESSIBLE TO ALL MEMBERS.
A. Purpose -- to set up a method for
measuring member participation in CVCC and NCCC activities which are open and
accessible to all members.
B. Point Value
| 200 Points -- Attendance at CVCC designated fund raiser events.

| 100 points -- Attendance at CVCC regular membership meeting.
| |
| 100 points -- Attendance at annual Awards Banquet.
| |
| 100 points -- Attendance at annual Holiday Party.
| |
| 75 points -- Entering and/or working a sanctioned CVCC event (unless
the event has been designated a fund raiser).
| |
| 50 points -- Attending a non-sanctioned CVCC event.
| |
| 50 points -- Writing of Newsletter Article 100+ words.
| |
| 25 points -- Writing a Newsletter Article 100- words.
| |
| CVCC member must validate this with Vice President.
| |
| 25 points -- Sponsoring a new master member (additional 25 points
for spouse of master member). |
III. ACHIEVEMENT POINTS SYSTEM FOR EVENTS
RESTRICTED TO A LIMITED NUMBER OF MEMBERS.
A. Purpose -- to set up a method for
measuring member participation in CVCC activities which are neither open nor
accessible to all members.
B. Point Values
50 Points per event.
C. Guidelines for Event Sign Up
1. The
Chairperson shall announce in the newsletter or at a membership meeting a sign
up period of reasonable duration during which members may volunteer for the
event.
2. At the
end of the sign up period, the Chairperson shall:
a. In the event of a tally whereby the number of volunteers falls short of
the number needed to stage the Event, use his or her discretion to obtain any
and all additional volunteers needed to stage the Event;
b. In the event of a tally whereby the number of volunteers exceeds the
number needed to stage the Event, use an equitable method to downsize the number
of volunteers. If this method fails, then the Chairperson shall use a
lottery to downsize the number of volunteers.
APPENDIX B -- EVENT DEFINITIONS
LOW SPEED AUTOCROSS
-- Driving through a pre-determined course, usually marked by pylons, on a
paved surface. The objective being to negotiate the course as rapidly as
possible without knocking down pylons or going off course. Each driver get
to run the course at least three times for a best time. Then the winner of
each class is determined by the lowest elapsed time.
HIGH SPEED AUTOCROSS
-- Similar to a low speed
autocross, except on a closed race course with higher speeds.
DRIVING SCHOOL
– Event held on a closed race course with instructors to help you learn to
control your car at high speeds.
FUNKHANA
-- Similar to autocross except performing various skills and related tasks
as required through the course. Score is determined by the fastest time
and performance of skills.
RALLYE
-- A journey though the countryside over a pre-determined course as
explained on a direction sheet. Points are earned by counting markers,
answering questions, and/or stopping at check points. A
time-speed-distance rallye is basically the same with the requirement that you
maintain a given average speed between check points.
ECONOMY RUN
-- Similar to a rallye except everyone starts with a full tank of gas.
After completing the course you fill your tank again. The winner in each
class is determined by the greatest average mile per gallon.
CONCOURS
-- Auto show or beauty contest for cars. They are primarily for
cleanliness and condition. Cars are grouped according to year and
classified by any modification different from original. The Wash and Show,
Street Show classes are for cars driven on a regular basis.
HILL CLIMB
-- An acceleration test on a paved winding up-hill course.
Individual cars are scored on the lowest elapsed time. No other sport has
a greater penalty for going out of bounds.
DRAG RACE
-- An acceleration test on a straight strip at least 1/8 mile in length.
Individual cars are scored on the lowest elapsed time.
MATCHING TIME TRIAL
-- Speed event in which you get three runs and your score is determined by
the difference between the two closest runs.
